City approves $4M in ARPA funds for wastewater treatment plant

In the City’s first regular meeting of April, the Board of Aldermen approved the low bid of $4,195,375 from Greenbriar for work on the wastewater treatment plant, to be paid from America Rescue Plan Act (ARPA) funds.
Tuesday’s meeting took place in the Lincoln County Supervisors’ boardroom because the City’s boardroom was being utilized for voters in the City’s Primary Election. The meeting was also abbre-viated because the election about to wrap up and results for board and mayor positions reported; and the air conditioning system in the building was not functioning, leading to hot enclosed spaces, cooled only by portable fans.
The Board hired three individuals and approved several matters.
• Approved to hire three employees in the Street Department — Billy Smith and Byron Smith as laborer, at $10.55 hourly each; and Samuel Kendall as an operator at $15 per hour — all pending drug tests, physicals, and background checks.
• Accepted the resignation of Melinda Dixon from the Street Department, effective April 4.
• Awarded the off-road diesel bid to James Case Oil at $2.72.9.
• Approved a City policy to address unclaimed property, including water deposit refunds or grave spaces.
• Appointed McNair Smith as City Election Commission. Robin Tyler Faust, previously ap-proved, withdrew from the position.
• Approved to advertise to contractors to demolish the structures approved at the March 18 meeting.
• Approved the appointment of Stan Foster to the Brookhaven Housing Authority Board.
• Approved pay request No. 7 to Greenbriar Digging Service in the amount of $174,752.61, the final payment for work completed on the Brown’s Loop/Brignall Road CDBG project.
• Approved the final payment in the amount of $9,400 to Sample, Hicks & Associates for the closeout of the Brown’s Loop/Brignall Road CDBG project.
• Approved to close and vacate a portion of Anell Avenue in Noble Subdivision per state stat-ute.
• Approved to revise a Lion’s Club donation of $500 to the Fire Department Turn-out Gear Budget.
• Approved the lower quote of $19,400 from Greenbriar to remove and replace the col-lapsed drain pipe on Broad Street. The other quote received was $22,150, from Mitchell Contracting.
• Approved to pay $7,232.51 to L&L for repairs on a Street Department dump truck.
