The planters are property of the City of Brookhaven, said David Fearn, city building inspector. The Sign Ordinance for the city allows political signs on private property only if there is prior approval of the owner. It does not allow political signs or any other signs to be placed on public utility poles or on public right of way. The planters are in the public right of way and are not private property.

Signs placed in these public places are removed and not returned to the candidates.
