Candidates discuss road improvements

Editor’s note: Today The DAILY LEADER continues its seriesof questions and answers with candidates for District FourSupervisor. Candidates C.E. “Eddie” Brown, Earl Brown, CharlesDavis, Jeff Fauver and incumbent W.D. “Doug” Moak responded to thenewspaper’s survey.
Roads are a constant source of concern for districtcitizens. What road improvements do you envision for your districtand how do you plan to pay for them? Would you consider a taxincrease? If not, what services would you cut to fund the proposedroadwork?
C. E. “Eddie” Brown:
Management and planning is a key issue in the development of theroads in all areas of the county. I have 32 years experience inroad construction dealing with county and state engineers in thedevelopment of roads and highways. During my time in office, I willwork to pave gravel roads while maintaining existing roads withreseals. As progress is made toward this paving of the roads itwill change the type of maintenance needed in the district. I willalso work closely with the county engineer to obtain as much LocalSystem Bridge Project money as possible for the development ofbridges throughout the district. I do not see any reason to raisetaxes in the road maintenance fund because of so much new growth inthe county. I am against a tax increase.
Earl Brown:
Improve all roads, use materials that are roadworthy. Fix roadswith county help and equipment. Service equipment properly. Trainhelp to properly operate equipment. Purchase equipment that isneeded. Tax base should increase. Bonds as an alternative ifnecessary.
Charles Davis:
If elected, I would survey what we have and what we need, thenset priorities as to road improvements. I would not consider a taxincrease. I will use money made available wisely. I envision all ofLincoln County supervisors working together to seek federal fundsto develop our county. I will fight for the taxpayers of DistrictFour, to obtain the money we need to keep our part of the countyupdated.
Jeff Fauver:
(1) Improve drainage systems. Upgrade and maintain all roadswith available funds. Pursue and obtain state and federal programs.(2) no tax increase (3) if cuts needed to be made, they will bemade without loss of quality and efficiency.
W. D. “Doug” Moak:
I would do my best to monitor and evaluate road conditions andprioritize, as best as I can, which roads to seek improvements,whether the road would be paved from gravel or rebuilding anexisting paved road. Grants or other outside sources of funding aredifficult to secure unless they can be tied into economicdevelopment and these funding sources are highly competitive. Iwould make every effort to conserve with my district’s budget topay for road improvements.
